A significant reform in 2026
The Ministry of Health and Family Welfare approved major regulatory reforms to food safety licensing in March 2026, with two central aims: reducing the compliance burden on food businesses, and giving FSSAI the flexibility to revise turnover thresholds by order rather than requiring a fresh regulatory amendment each time.
The headline change is a move toward perpetual validity for FSSAI registrations and licences — removing the fixed renewal periods that previously applied. Under the position that had applied for years, registrations and licences were granted for a period the applicant chose, from one to five years, requiring renewal before expiry. The reform is intended to remove that repeated renewal cycle in favour of continuous validity maintained through compliance and risk-based inspection rather than periodic paperwork.
This is a genuine and significant change, and we would rather tell a client to confirm the current position at the point of applying than state historic renewal periods as though they still applied without qualification. Reforms of this kind are sometimes phased in gradually across categories or implemented with transitional provisions, and a food business should confirm its own category's current validity treatment when applying rather than relying on a general statement found online — including this one, more than a few months after publication.
Documents and requirements — by category
Basic Registration typically requires: photo identification of the proprietor or authorised person, address proof for the business premises, a declaration of the food products dealt in, and basic business constitution proof.
State Licence requires everything above, plus: a layout plan of the premises, a list of equipment and machinery, a water testing report from a recognised laboratory, a food safety management plan, and details of partners or directors.
Central Licence requires everything above, plus: for importers and exporters, the Import Export Code; a food recall plan; and, under a recent requirement, geo-tagged photographs of the premises.
The process
- ✓Category and threshold assessment, confirmed against the currently applicable position rather than assumed from turnover alone, since certain activities — import, export, specified multi-state operations — require a Central Licence regardless of turnover.
- ✓Application on the FoSCoS portal (Food Safety Compliance System), with the documents appropriate to the category.
- ✓Verification. Basic Registration is typically processed quickly. State and Central applications involve inspection by a Food Safety Officer before grant, which takes longer and should be planned for.
- ✓Grant of registration or licence, subject to the validity treatment currently applicable — confirmed at the time of application given the 2026 reform discussed above.
Where food businesses in Raipur most often go wrong
Registering at the wrong category and staying there as the business grows. A business that registers under Basic Registration when starting out, and then genuinely outgrows the threshold, is required to move up to State licensing — and continuing to operate under the lower category once the threshold is crossed is itself a compliance failure, regardless of the quality of the food business otherwise.
Multi-location operations under a single registration. A business operating from more than one premises generally needs to consider whether each location requires its own registration or licence, rather than assuming one covers all locations.
Treating the licence as a one-time task with nothing further to do. Whatever the current validity treatment, food safety compliance itself continues throughout — proper labelling, food safety management practices, and readiness for inspection are ongoing obligations regardless of how long the licence itself remains valid without renewal.
Exporters overlooking the IEC prerequisite. A food business intending to export needs an Import Export Code in place before the Central Licence application can be completed — worth arranging in parallel rather than discovering as a gap partway through the FSSAI application.
